Canada’s electricity sector is in an era of growth and change. As Canadians electrify their homes and vehicles, as renewable energy technologies are integrated into the grid and as digital technology impacts work, there has never been a more important time to convene employers, unions, post-secondary institutions and policymakers to solve the challenges facing the sector. Electricity Human Resources Canada (EHRC) is working with partners building a world class electricity workforce - one that is safety-focused, innovative and inclusive. One element of this work is to forecast the labour market requirements for the future and understand the current labour market context.

EHRC is seeking a Labour Market Economist to join our dynamic team and play a vital role in informing the efficiency of electricity sector participants and supporting workforce transitions. As a Labour Market Economist, you will gather and analyze labour market data to produce forecasts and high-quality reports, develop and implement research methodologies, and collaborate with stakeholders, including employers, unions, trade associations, and academic institutions. Your research will have a direct impact on the sector's efficiency and growth, making this an exciting opportunity for those passionate about labour market research and the evolution of Canada's electricity sector.

Our client is offering an 18-month fixed-term contract to cover a parental leave, with the possibility of extension subject to business needs.

Key Responsibilities

Labour market intelligence and analysis

  • Conducts research, analysis and disseminates reliable and credible labour market, human resources and related information to electricity sector participants and its stakeholders.
  • Collects and analyzes primary and secondary research on labour market and other economic conditions, as well as regulatory/legislative and competitive developments.
  • Monitors domestic and international economic developments, to ensure the relevance and currency of EHRC’s labour market information, forecasts and other products

Research methodology and development of analytical tools

  • As a member of the LMI team, the Labour Market Economist contributes to the development and execution of EHRC’s research initiatives
  • Develops and maintains EHRC’s economic analysis tools and econometric models to support its analytical and modelling processes
  • Uses advanced analytical techniques to identify trends, scrape information from unstructured data sources and provide automated solutions
  • Leads development and maintenance of EHRC’s databases and other statistical information relevant to EHRC’s analysis and models

Survey design and data visualization

  • Designs and administers survey instruments to collect targeted data for labour market studies
  • Creates charts, graphs, and data visualization tools to communicate research findings to EHRC colleagues and external audiences

Stakeholder engagement and reporting

  • Develops informational products that address the research priorities of the organization, including presentations customized to industry, policymakers, academia, unions and other stakeholders
  • Delivers onsite presentations to EHRC stakeholder audiences across Canada
  • Works with external clients to develop appropriate research methods to examine regional and national labour market conditions
  • Contributes to the production of relevant and authoritative information products, such as briefing notes, articles and detailed written reports
  • Interacts with official organizations and trade associations to procure statistical information and data

Policy Analysis

  • Conducts research and analysis on policies, programs and regulations that could impact the electricity sector labour market
  • Contributes to the development of policy recommendations and strategies based on research findings
  • Ensures that lessons learned, best practices and stakeholder inputs are integrated into EHRC’s LMI and research approaches and forecasts

Education, Experience and Skills

  • Bachelor's degree in Economics or a related field (Master's level is preferred)
  • 3-5 years of experience in economic research and analysis, with a proven ability to extract insights from complex data sets
  • A strong research background with expertise in both quantitative and qualitative methods, particularly in labour market analysis or related fields
  • Demonstrated experience in labour market research is ideal, as well as economic forecasting and statistical modelling
  • Familiarity with R and SQL programming languages
  • Excellent client management skills, with the ability to deliver tailored research solutions
  • Effective English written and verbal communication skills
  • Strong analytical skills, with the ability to interpret and communicate insights from various data types (quantitative, qualitative, etc.)
  • Self-motivated with the ability to work independently and collaboratively in a team environment
  • Strong presentation skills, with the ability to convey complex research findings to diverse audiences
